Link 191
At the Network meeting at the University of Illinois, it was agreed to
reserve a link for use in measurements. The link chosen was the highest
unassigned link which was incorrectly calculated to be number 223. The
correct number is 191. Therefore, Link 191 will be assigned for
measurement use. Use of this link should be cleared with the Liasion
Officer at the Network Measurement Center (NMC).

§1A Link Reserved for Measurements
At a Network meeting at the University of Illinois, participants agreed to reserve a link for measurements. The selected link was intended to be the highest unassigned link.
The note records an agreement to set aside one unassigned link for measurement use.
§2Correcting the Link Number
The earlier calculation identified the highest unassigned link as 223. RFC 104 says that calculation was incorrect and gives the correct number as 191.
The correct link number is 191. The earlier value, 223, was a miscalculation.
§3Clearing Use of Link 191
RFC 104 assigns link 191 for measurement use. It says that use of the link should be cleared with the Liaison Officer at the Network Measurement Center.
Anyone planning to use link 191 should first clear it with the Network Measurement Center's Liaison Officer.
