Change in Network Address for Haskins Lab
Sometime between May 8 and May 22, probably toward the end of that
period, the Haskins Laboratory "Very Distant Host" connection will be
moved from BBN (IMP #5) to Harvard (IMP #9). The Host Number of the
Haskins machine will remain Host 3 (numbering from zero to three).
Thus, the Network Address of the Haskins Laboratory Host will change
from 197 to 201. Since the date of the change is dependent on
installation of new circuits by the local telephone company, I am unable
to give the actual date more precisely.

§1The New Haskins Laboratory Address
The Haskins Laboratory Very Distant Host connection was expected to move from BBN, IMP 5, to Harvard, IMP 9. The host number remains Host 3, but its network address changes from 197 to 201.
The RFC does not give a precise move date. It expects the change sometime between May 8 and May 22, probably toward the end of that period.
The Haskins host was scheduled to connect through Harvard instead of BBN. Its host number stays the same, while its network address changes.
§2Why the Date Was Uncertain
The exact date depended on the local telephone company installing new circuits. Because that work determined when the connection could move, the author could not provide a more precise date.
The memo announces the planned address change and the expected date window; it does not say when the move was ultimately completed.
The connection could move only after new telephone circuits were installed. The RFC gives an expected time window but does not confirm the final date.
§3What the Notice Confirms
The RFC states that the Host number remains 3 while the network address changes from 197 to 201 as the connection moves from BBN IMP 5 to Harvard IMP 9.
It is a notice of a future change, with its timing dependent on circuit installation. It does not report a completed move.
The notice gives the new address and the IMP connection it is meant to identify. It does not confirm that the planned move happened.
